Co-Ops have been the driving force of primary sector advancement in Aotearoa/NZ for over 150 years, Sadly, over the years politics disrupted the vision of the nation's tangata whenua to create agri-biz ventures in accordance with tikanga & kaitiakitanga. An AUT paper showed how Co-Ops can deliver this kaupapa.
Interestingly, this research paper focused on the far-north. It followed and described the attempt by some rural whanau in the apiculture sector to form a Co-Op during the early 2000's, When one studies the paper and then relates the findings to the nuances of beekeeping, the honey sector and the structural basis / approach and steps taken in the attempt to form a Co-Op at the time, one can understand why the project did not succeed.
One of Big Jim's passions was to create a fund to support marae renovations and preservation of communal amenities. He cited the funding needs of his Te Upokorehe hapu for his Maromahue marae works (Kahungunu whakapapa) and the rebuilding of his Rongopopoia Marae in the upper reaches of Waiotahe Valley where he spent his early childhood years. He asked that this be done through a payment based on the value of taonga extracted from what were once, customary tribal lands. So much of which was confiscated and alienated by successive governments under the malfeasant "Extinguishment of Native Title" activity during the colonial era.
Thanks to the operational and financial structure of the Co-Op, two avenues of royalty payments are available to support this communal funding kaupapa,, these being:
The tiringa (royalty can be easily levied and collected at two revenue generating levels, i.e. (1) at the wholesale distribution level from the sales of bulk oil at the post extraction level, (2) at the distributor-to-consumer retailer interface level where value adding adding has taken place. Assuming the Co-Op succeeds in its NZ$1B kaupapa, funds flowing back for tiringa payments would be considerable.
